Jeff helps his clients navigate the EU institutional waters, getting their message across and defining policy positions from our Brussels office.

He strategises and implements pan-EU policy, communication and (social) media campaigns on a number of sectors, including tech, pharma, government relations, international trade, and corporate taxation. He also provides geopolitical insights on EU relations vis-à-vis other major players and blocs on recent global developments.

Prior to Portland, Jeff worked at the European Parliament. He has obtained two Master’s degrees: in International Law, from the University of Strasbourg; and in International Relations and Diplomacy, from the College of Europe in Bruges. A Peruvian national, he speaks fluent English, French, and Spanish.
