Leena is a Director in Portland’s Public Affairs and Policy team. She co-leads Portland’s Technology, Media and Telecoms practice and advises major brands on regulatory strategy, reputational risk, and political engagement.

Before joining Portland, Leena was a civil servant and held roles at the Department for Culture, Media and Sport, the Department for Exiting the European Union, the Cabinet Office and the Department for International Trade. While at DIT, she led the UK-Australia Free Trade Agreement’s digital chapter negotiations, heading a 10-person cross-Whitehall team to deliver what was then the UK’s most ambitious digital trade agreement. She has also played a leading role in the development of public service broadcasting policy and international digital regulation.

At Portland, Leena supports clients with complex policy challenges, political viability and engagement with the Labour government. She has led on major Portland think pieces including our Starmer’s Britain essay series.

Leena combines deep policy expertise with sharp political instincts, making her a trusted adviser to clients operating in highly regulated and politically sensitive sectors.
