From Vision to Viability: Addressing the Housing Delivery Challenge

In October 2025, Portland, in partnership with Savills, convened a cross-sector roundtable to explore the viability challenge in UK housing development.

The discussion brought together senior figures from across the sector, including private developers, trade bodies, housing associations and local authorities, to examine how government and industry can work together to unlock delivery.

The roundtable focused on the practical barriers to building homes – from planning inefficiencies and rising costs to regulatory and infrastructure challenges – and identified evidence-based solutions to turn consent into completed developments at scale.
